Cactus Energy Solutions is an energy service company (ESCO) whose purpose is to generate energy savings and efficiency for its customers through the provision of technology, financing, management, and experience. Based in Seville, and with offices in Madrid, Cactus Energy Solutions operates in Spain. It was founded in 2010 and is a 100% private enterprise, committed to producing technology that provides innovative and proprietary solutions to its customers. It is entirely separate from public utilities and equipment manufacturers and distributors.

Technological challenge

The main value that ESCOs bring to the table is that they bear the financial risk by guaranteeing energy savings, thereby linking their compensation to the achievement of said savings, whether it be by funding or managing the procurement of project funding, as well as participating in the implementation in order to guarantee savings. The proposed contract model is one of guaranteed and shared savings. A minimum energy savings is guaranteed in the contract. Should this minimum not be achieved, the ESCO assumes the cost difference. In addition, an ESCO shares both the technical and financial project risks with the customer by defining the guaranteed energy savings and linking its compensation to the effective execution of the projected savings. One of the main measures proposed to achieve energy savings in municipalities focuses on the improvement of public lighting systems, which in the case of European municipalities accounts for approximately 50 % of electricity consumption. According to international institutes (*) there is a potential for savings of 45% in electricity consumption via 3 main actions: reducing high levels of lighting, especially late at night; improving the quality of existing lamp post lights by replacing them with more efhcient ones; and implementing regulation and on and off control installation systems, that reduce energy flow after midnight.

Cactus decided on the WeLight solution, based on Wellness Telecom’s experience in the lighting monitoring and control systems field. Because WeLight has installed 938 telemanaged electric boxes in nearly 50 municipalities, it is possible to verify that the projected savings Cactus expects to achieve in intelligent lighting management projects are accurate.

Telemanagement of public lighting systems provides many advantages to both ESCOs and citizens: improvement of maintenance costs, optimization of incident management, early detection of unusual fluctuations, savings measures implementation guarantee by detecting operational failures in real time (unforeseen turning on or off in lights, over consumption due to infrastructure malfunction, etc.), and lastly , guaranteed service levels to citizens through an open system like WeLight, which can be integrated with existing and future solutions.

Telemanagement is also crucial in order to:

  • Provide a tool for continued diagnosis and monitoring of lighting network installation, which facilitates maintenance optimization and therefore reduces costs associated with performing and monitoring the installation.
  • Increase the quantity and quality of energy data in contrast with the current situation in which monitoring processes are manual or non-existent, rendering users ‘blind’.
  • Allow for online on and off electric power scheduling, and the possibility of regulating lighting circuits.
  • Set and manage alarms (over consumption, malfunctions, etc.), which minimize response time to breakdowns and improve corrective maintenance service
  • Create good energy consumption habits among users, by making city governments and citizens more aware of the energy consumed.

A telemanagement system is essential for an ESCO for 2 main reasons: first, to control, regulate and remotely manage the performance of the system in real time, as any deviation of consumption can be detected and corrected; and second, because in adherence to the guaranteed savings contract, the ESCO has to prove savings achievements through measurement and verification protocols, and this must be based on monitoring data as the only valid argument.
